About the Role
Designation: Programme Lead – Clean Air (Solid Waste Management)

Reporting to: Senior Programme Lead
Location: New Delhi, India
The Clean Air team at CEEW generates data and evidence to drive scalable action, strengthen governance, and enhance institutional collaborations for better air quality in India. The Programme Lead will spearhead work on open burning and solid waste management at the national, state, and city levels. This role requires expertise in governance mechanisms, policy design, and stakeholder engagement, with a strong preference for candidates experienced in behavioural economics.
Key Responsibilities
Strategy
- Support the Senior Programme Lead in developing a strategic roadmap for solid waste management within the Clean Air programme.
- Engage with funders and stakeholders, including government agencies and policy institutions, to establish partnerships and secure resources.
- Build and maintain strategic networks with key government ministries and regulatory bodies.
Research
- Lead flagship projects on air quality and solid waste management.
- Develop policy-relevant research ideas and oversee high-quality research outputs, including reports, data analyses, and policy briefs.
- Conduct field visits and stakeholder engagements to strengthen evidence-based research.
Project and People Management
- Manage a multi-disciplinary team of Programme Associates and Research Analysts.
- Drive recruitment efforts to expand the solid waste management vertical within the Clean Air team.
- Represent CEEW at national and international platforms, including conferences and workshops.
- Oversee financial reporting, budgeting, and resource allocation for projects.
Qualifications & Experience
- Education: Master’s or PhD in environmental studies, public policy, environmental engineering, urban governance, environmental law, or related fields.
- Experience: 8–15 years in air quality and solid waste management, focusing on governance, policy frameworks, and institutional capacity building.
- Expertise in:
- Solid waste and air quality management policies and governance structures.
- Research methods and quantitative analysis.
- Stakeholder engagement, policy recommendations, and project management.
- Writing high-quality publications, reports, and policy briefs.
